Beginning January 1, 2026, Minnesota will launch its statewide Paid Family and Medical Leave program, which provides eligible employees with paid time off for medical and family-related needs.
As a reminder to congregation leaders and staff, and to assist in preparing for this transition, I am sharing important dates and resources. There are several aspects of the program that still may be unfamiliar, particularly for congregations and rostered leaders.

INITIAL SET UP: (Fall 2025)
- Create Employer Account on uimn.org (Unemployment Insurance system)
- Create Paid Leave Administrator Account on paidleave.mn.gov
- Verify Employee Classifications:
- FICA = your pastor receives a W2 and is automatically enrolled in MN Paid Leave.
- SECA = your pastor is self-employed and may choose to “opt-in”.
- Review Payroll System for wage reporting and premium deductions.
- “Most” congregations will qualify as a small employer therefore the rates for employer & employee are less. More Info.
- If you haven’t already done so, submit your wage reports immediately, even though benefits will not be available until January 2026.
BY DECEMBER 1:
- Post Required Workplace Poster - download here for free. (bottom of page).
- Distribute Individual Notices to all employees about Paid Leave rights. Have each sign and place in personnel file – download free template. (bottom of page).
STARTING JANUARY 1:
- Begin Payments for Paid Leave premiums (0.88% or 0.66%)
