Discount is changing slightly
Like the previous two years, congregations and organizations collectively within a synod, and seminaries and churchwide ministries individually achieving a set percentage of health assessment participation will earn a discount on ELCA health contributions. But the discount is changing in 2010:

The percentage needed to earn the discount is 65% (down from 75%).
The window for earning the 2% discount is Jan. 1 – April 30, although the assessment remains open through Sept. 30. Congregations and organizations collectively within a synod, seminaries and churchwide ministries reaching 65% participation by April 30 will earn a 2% discount on all 2010 health contributions (retroactive to January 1, 2010). This means the discount is now "all or nothing." Synods, seminaries and churchwide ministries not reaching 65% by April 30 will receive no discount on 2010 health contributions.

Note: Each congregation and organization within a synod will receive the discount once the synod collectively reaches 65% participation.
